Interactive screen help

A developer and me (i'm a designer) are about to develop an interactive kiosk and have a few questions we can't find the answers to.
It will be web hosted like a site.
Do you need to use specific touch screen software?
What size do you design and build to, is it the screen resolution of 1280 x 1024?

no need for special touch screen soft. just to ensure your app is in full screen secured, and you forbid exit from full screen :)
