It's really complicated. But I think if you work for both it will create problem for you. From my point of view you should work only for one client or it depends on your ability. If you can manage both projects you can take the new one.

Don't be disappointed. I also got some projects from Upwork but I did not face this type of experience. To become a successful freelancer you need lots of patience. For these all problems I have only one solution which came to my mind on this time. To avoid these issues you have to know about Esignature. You should sign contract with the client before start working with him/her. So you can avoid frauds and work without any worries. When you have proof signed documents you can work smoothly.

I think if he giving you excuses for a long time you should stop working on the project and take this bad experience as a lesson of your life. So when you start working on new project make sure sign contract with him/her with digital signature. This is the simple and secure way. There are so many online sites to sign documents online.
