Ring up first and find out who the decision maker for hiring freelancers or commissioning work would be and either speak to them or get their contact details. If they show some interest send them an email or a letter (whichever method they'd prefer) then follow up with another phone call a week(?) later to check they received it and to see if you could come in to see them and discuss further.
Most important of all is to write your letter/email and speak to them with their point of view in mind. What benefits can you bring to them? People usually aren't interested in what benefits you will get or what your aspirations are - they want to know what they will get out of it. Go through your CV etc and prioritise and highlight the things that your clients will find interesting and of relevance to them deciding whether or not to put work your way. Consider removing or reducing anything that you don't think is relevant. If your CV is to help you get freelance work it may take on a slightly different form to if you are looking for a permanent position as your client's/employer's requirements and priorities will be different. Similarly, a direct client's needs are different from those of a design agency that you hope to freelance for. Make it as easy as possible for them to access the most relevant information.
Don't get too disappointed if you get rejections - just review your approach and decide whether it's still the best method or whether you could improve it in some way. I'm only down the road from you, near Knutsford and sometimes work in the Warrington area. There is work around in this area if you're prepared to look and work hard enough to get it.
Your work looks good although is understandably heavy on conceptual work and university portfolio type projects - good if you're looking for a permanent role but as a freelancer you may need to demonstrate that you've had some more commercial experience (chicken and egg, I know). If you have got any more commercial work - logos, flyers, stationery, leaflets etc - it would be worth including, even if it's not as conceptually interesting as some of your other work. Consider editing down the amount of work you show so that only your best work is displayed (this also gives you something different to show if you go in to see a potential client). People will only click through so many pages on a website, so you may wish to make sure they view your very best work.
Good luck
