Looking For Clients

I have been freelancing for a few months now but wanted some advice on the best way to get more clients. I do CAD work and have been for a few years. I don't want to use any websites like Freelancer.com, Upwork.com etc since I have tried these and have spent hours on them with no result. How do you recommend to get consistent clients? I am happy to pay somebody a commission to get me clients if that is an option as well. What do you suggest?
