Rates for magazine design

I have to quote for a non-profit A4 36-page quarterly magazine, probably full colour. Can't find a source for typical rate per page: can anyone suggest?
I don't want to charge by hour, especially as setting up takes time I wouldn't charge them (though I would to a commercial client!)
