Set up as a Ltd company (see this website for details)- - don't do Sole Trader anymore
You may need an Accountant (approx. £85/month) - not essential if you do your own research and homework on what you need to do.
Again read the posts on what other people have done.
You can find a list of agencies in the back of Design Week, Creative Review.

£20/hr at least!
It might be because your PAYE.
If you are working for a company through an agency thats where you loose your rate if your not Ltd.
Even then you need to put your foot down a bit to get the right rate.
Add another £10 to £15 to that hourly rate and thats what the agency is charging the client.
