Regulatory context

The regulation (EU) 2022/1917 (ECB/2022/31) of the European Central Bank of 29 September 2022 on infringement procedures in cases of non-compliance with statistical reporting requirements will be applicable from 30 April 2024 to statistical data collected by the Banque centrale du Luxembourg (BCL). From May 2024 (reference period April 2024), the European Central Bank (ECB) and the BCL will monitor reporting agents’ compliance with the statistical reporting requirements laid down in ECB regulations and decisions.   

Assignment

In order to improve its operational efficiency and to comply with ECB and BCL requirements on ANACREDIT reporting, the client wishes to enhance its ANACREDIT reporting process, framework and its Data Quality. In this context, an External Consultant on ANACREDIT is sought.   Within the Risk Management Department (RMD) team in Luxembourg, the person sought will join the team as a Business Analyst. He/She will report directly to the Senior Risk Manager dedicated to ANACREDIT reporting.

Tasks

The main elements of the mission are :  

  • Provide expertise support to clean ANACREDIT feedback backlog.

  • Provide expertise support to reconciliation between ANACREDIT and Accounting reporting (iBSI and FinRep)

  • Provide expertise support to improve Data Quality issue within the Golden Source which serve the basis of ANACREDIT reporting.

  • Provide expertise support to automate the ANACREDIT reporting process and remove manual inputs  

The mission will consist of carrying out the following tasks :  

  • Understand and analyze all the feedback files received from the Banque Centrale du Luxembourg (BCL) in order to resolve the backlog by amending, correcting and resubmitting past ANACREDIT reporting.  

  • Identify and analyze the discrepancies between ANACREDIT and Accounting reporting (iBSI and FinRep) following BCL feedbacks in order to resolve those discrepancies by either amending, correcting and resubmitting past ANACREDIT reporting or communicating with Accounting team to correct their own reporting should the issue come from their reporting.  

  • Identify Data Quality issues and deficiencies within ANACREDIT reporting in order to improve the Data Governance process and implement a more reliable Data Governance framework.  

  • Automate the ANACREDIT process as much as possible to make the reporting sustainable with less manual inputs.  

  • Communicate regularly on the mission within the team, to Accounting and other Business Lines. And interact with the technical expert (Senior Risk Manager) to facilitate the technical implementation of the solution.

Profile of the resource involved :  

  • Required: expertise of ANACREDIT and very good knowledge of financial products and their life cycle. (Repo, Credits, Off-Balance sheet items, …)

  • Required: ANACREDIT reporting experience.

  • Required: OneSumX reporting from WKFS

  • Asset: VBA and SQL knowledge

  • Asset: Accounting knowledge
